Does anyone have any example code for saving a file to an Oracle db and
Sending an Oracle field/file to the browser.
I am uploading ok. I am saving the data in a LongRaw.
Downloading I don't get anything back. No errors just an empty field

I'd use blob or Clob instead of long/long raw. Long / Long Raw are included
merely for backwards compatibility. Its much better to use Blob/Clob
assuming your db has those. Which release are you using?
also check out the c# refernces on this page: if you look at the very last
example it should have some things that will help
