Its actually IMAP rather than POP3...and its been available for 3 or 4 years now.
So I really wonder why they still need to offer web services. Unless you can think of some smart idea of being able to create value out of being able to access mail services provided by Hotmail with your application.
I may be brain-dead but the only idea I can think of at the moment is mass promotion through spams and email advertisement.
Imagine if you can invoke a web service to create a hotmail account, and send emails from that account, that could be subject to serious abuse.
In my point of view, Internet Messaging is a field that is almost close to maturity and you can send emails from different mail clients and the mails would be readable any which way.
Web Services came out of the need to integrate applications from different platforms and different industries (e.g. supply-chain to ERP, etc) and is less mature than Internet Messaging.
