Is there anything special I have to do in order to distribute a Web Setup
Project that is an upgrade to an already deployed Web Setup Project?

Ah the best part of .Net: no simple over-write the existing pages and
DLLs and you'll be just fine :-) We've redeployed a web site while the
test team was using it to fix bugs they reported to us 5 minutes eariler
and they didn't even know we were doing it until we told them to refresh
the page.
