if i am using HttpWebRequest to communicate with a Web Service , how should
i decide what type of url encoding to perform (for example, utf-8 , etc.)

should this information be included in the WSDL ?

Maybe off topic, but why are you using httpwebrequest directly, to talk to
the webservice ?

Why not generate a proxy of the service using wsdl.exe ?
